What is competence? 


The ability to do something successfully or efficiently.  It is a mix of education, training, skills, and experience.  In a Quality Management System, competence can appear in Performance Indicators.   Is that process performing well?  So what are the Competency requirements in ISO 9001: 2015?  Who is affected? 

To answer the who question, the standard states, whoever performs work that affects the QMS.  When you look at your organization, you begin to understand everyone’s work, affects the QMS.   This includes:

  • Top Management
  • Salaried Personnel
  • Hourly Personnel
  • Supervisors and Managers
  • Temporary Employees
  • Research and Technical Personnel
  • Recent Hires

In order to perform a task successfully or efficiently, the standard clarifies competency using four variables:

  1. Education
  2. Skills
  3. Experience
  4. Training

The mix of these variables will differ depending on the type of job being analyzed.  For instance, technical roles might require more skill, while managerial positions might require more education.  Training helps close the gaps when identifying competency requirements for each job.
