The purpose of each standard is targeted toward improvements in working conditions, ISO 45001 is more of a preemptive approach of risk control starting with the incorporation of health and safety in the management system of the organization.  It encourages upper management to have a stronger leadership role in it's safety and health program.

The OHSAS 18001 standard is more of an "after action" reactive approach of hazard control. This approach delegateshazard control responsibilities to safety management personnel rather than to the management system of the company.
